A rubutun da ya gabata, an faɗi cewa, cikin wannan rubutu, za a fayyace cikin gwamnoni huɗu da aka yi a nan Kano, musamman waɗanda suka bayyana ƙarƙashin wannan Jamhuriyar Siyasa ta Huɗu da muke ciki, wadda ta fara daga Shekarar 1999 zuwa yau (2025, Engr. Rabi’u Musa Kwankwaso, Malam Ibrahim Shekarau, Dr Abdullahi Umar Ganduje da Engr. Abba K. Yusuf), waye, ko ace su waye daga cikinsu ke share hawayen “yan-fansho a Kano, a ɗaya hannun kuma, waye, ko ace su waye suka yi suhura wajen gasawa “yan-fanshon aya a hannu?.
Cikin waɗancan gwamnoni hudu (4) da aka ambata, biyu daga cikinsu, Kwankwaso da Ganduje, sun yi kwabo-da-kwabo, ko a kira su da tamkar ɗan-juma ne da ɗan-jummai, wajen gallazawa tsoffin ma’aikata (“yan-fansho) a Kano. Babu shakka, tsoffin ma’aikata a Jihar Kano, musamman waɗanda suka aje aiki a lokacinsu, bayan kwashe Shekaru masu yawa da suka yi suna bautawa ƙasa, sun tsinci kansu ne cikin mawuyacin hali, cikin yanayi da za a iya kiransa da rai-kwakwai mutu-kwakwai!. Sai dai, sauran gwamnoni biyu da aka ambace su tare, wato Shekarau da Abba Gida-Gida, sun kasance tamkar wani dare ne na lailatul-kadari ga “yan-fanshon na Kano, duba da irin tagomashin alkhairi da suke yi musu, a duk sa’adda suka aje aiki, saɓanin lokacin Kwankwaso da Ganduje!.

Ba kawai don nishaɗi ba ne aka kira wasu daga cikin waɗancan gwamnoni da dan-juma da dan-jummai wajen gallazawa tsoffin ma’aikata a Kano, ƙwararan hujjoji ne suka ba da kofar hakan. A ɗaya hannun kuma, za a ga cewa, ba don banbadanci ne ba za a kira wasu gwamnoni cikin huɗun da laƙabin Hasan da Husaini, wajen kyautata rayuwar waɗanda suka yi ritaya daga aiki a Kano, ko kaɗan, sai don gabatar da gaskiyar abubuwan da suka wakana ne cikin tarihinsu. Akwai hujjoji da dalilai waɗanda yanzu haka za a gabatarwa da mai karatu, sai ya auna, kuma ya jinjina, ruwansa ne ma ya je ya kara yin bincike, don fahimtar lamuran sosai da sosai.
Tarayyar Kwankwaso Da Ganduje
Babu shakka, tsohon gwamna Kwankwaso da tsohon gwamna Ganduje, ba su zamto masu tausayi da jinkan ma’aikatan gwamnati ba a Kano, musamman waɗanda suka aje aiki. Maganar tarayyar Kwankwaso da Ganduje a nan, a na nufin, inda suka yi tarayya ne ko ittifaki, wajen haifar da ɗa-maras-idanu, ga rayuwar tsoffin ma’aikata a Kano, ta yadda za a ga mutum na fargaba, ko neman yin sumbatu, yayin da Shekarun aje aikinsa suka ƙarato, a zangon mulkin Kwankwaso da Ganduje a Kano, saɓanin lokacin mulkin Shekarau ko gwamna mai-ci, Abba Gida-Gida. Daga wurare masu muni da wadannan manyan giwaye biyu suka zamto kwabo da kwabo, ko ace dan-juma da dan-jummai (Kwankwaso da Ganduje) cikin sha’anin masu ritayar, sun hadar da:
Rashin Biyan Yan-fansho Bisa Lokaci
Ta tabbata a lokacin mulkin Kwankwaso, “yan fansho a Kano, kan jira tsawon Watanni zuwa Shekaru ba tare da an biya su hakkokinsu na barin aiki ba. Haka ɗan-jummai Ganduje, yakan dan fara biyan hakkokin “yan fanshon, sai kuma a ga ya watsar. Sai a dauki tsawon lokaci yana ɓaɓatun za a ci gaba da biya, amma sai a ji shiru.
Sai aka wayi gari karɓar fansho, musamman giratuti, ya zama tamkar tafiya Lahira, yau ne? Gobe ne? Babu wata cikakkiyar amsa!. Haƙiƙa kwata-kwata babu tausai, mutane sun kwashe akasarin Shekarunsu na haihuwa suna masu hidimtawa ƙasa dare da rana, cikin yanayi na sanyi, ruwan sama da garjin rana, dole ne su fito, su aje komai su tai wurin aiki. Gashi yau sun kammala wancan aiki lafiya ba tare da an caje su da wani laifi na cin-amanar Kasa ba, amma an ci moriyar guga tare da tasamma ya da kwaurenta!!!.
Jigata “Yan-fansho Da Sunan Tantancewa
Ta faru a lokacin Kwankwaso, sai a ɗauki tsawon lokaci a na tantance “yan fansho, tantancewar dake sake haifar musu da wasu miyagun yanayai abin tausayi. Akan nemi duk tsufan mutum, ko duk zafin cuta da yake dauke da ita, sai ya zo wajen tantance sunayen “yan-fanshon. Halifansa Ganduje, shi ma ya yi matuƙar amfani da irin wannan salo na Kwankwaso, na yunkurin tantance tsoffin ma’aikatan. Babban ƙalubale da irin tantance “yan-fanshon nasu ke da shi shine, sai a dauki dogon lokaci a na ɓurarin tantance yan-fanshon, amma a karshen lamari, babu biyan bukata, domin kuwa ba a ci gaba da ba su hakkokin nasu, wahalar yau daban, ta gobe daban. Zafin rana, bugun ruwan sama da turmutsun bin layin fansho da giratuti a Kano lokacin Ganduje da Kwankwaso, ya jaza kara cuta ga masu dauke da tsananin cuta, wasu ma, sun nemi hadiyar zuciya ne bisa layin: sakamakon haka, an garzaya da wasu zuwa asibiti, wasunsu kuwa, nan take sun mutu ne ba tare da sun shura ba. Sai kuma magadansu su dora daga inda mamatan suka tsaya. Nan ma dai babu biyan buƙata.

Ba su kadai ba, hatta sauran kungiyoyin al’umar gari, suma sun yi tirrr da irin wannan yanayi na cutarwa, rashin jinkai gami da urustawa da ake nunawa tsoffin ma’aikatan dare da rana, salon yau daban, na gobe daban.

An wayi garin cewa, duk wani ma’aikaci da lokacin ritayarsa ya matso a lokacin Kwankwaso da Ganduje, za a samu yana cikin fargaba iri biyu ne, saɓanin lokacin Shekarau da Abba Gida-Gida. Lokacin Shekarau da Abba, fargabar ma’aikaci ba ta wuce idan na aje aiki, wace kalar sana’a ce zan yi? Ba fargabar yadda zan karɓi fanshona da giratutina ba, irin yadda ma’aikatan ke fama a lokutan Kwankwaso da Ganduje. Wannan tunani na rashin tabbas wajen karɓar fansho da giratuti akan lokaci, ya jefa da yawan ma’aikatan gwamnati cikin ta’adar kuruciyar ɓera, kamar yadda masana da sauran masharhanta suka tsinkayar.
Salwantar Kudaden “Yan-fanshon
Duka a lokutan gwamnatocin Kwankwaso da Ganduje, biliyoyin kudaden “yan fanshon sun salwanta, ko dai an wawashe su ne, ko kuma an canja ainihin alkiblarsu, maimakon a bai wa tsoffin ma’aikatan hakkokinsu, a’a, sai aje a yi wani aiki daban da hakkokin nasu, ta yadda za su kara nesanta daga gare su. Gwamnonin, ba su da asara, wajen karkatar da akalar wadancan makudan kudade na “yan-fansho, saboda duk yadda aka mirgana kudaden, suna da nasu kamasho. Wani abu daga miyagun yanayai da “yan-fanshon ke shiga kamar yadda aka yi zargi shi ne, cikin wadannan gwamnoni biyu dake dandanawa tsoffin ma’aikata kuda a Kano, akwai wanda iyalansu ke zama da “yan-fanshon, a yi yarjejeniya, nawa ne kasonsu, nawa ne kason ainihin masu hakkin?. Idan dan-fansho ya yarda da gwaggwaɓan kason iyalan gwamna, na iya samun hakkin nasa na fansho a cikin Mako guda. Saɓanin haka kuwa, sai baba-ta-gani! Sau da yawan lokuta, masu fanshon, sai bayan sun bakunci lahira ne wani kason na fanshonsu ke fitowa. Wasu kuwa, sai anje Lahira ne za a banbance kwaya daga tsakuwa.
Babu shakka, mulkin Kwankwaso da Ganduje ga “yan-fansho a Kano, tamkar wani irin nau’in mulki ne da ake wa fatan kada Allah Ya maimata mana!!!.
Gaskiyar magana, lokacin Kwankwaso da Ganduje, “yan-fansho a Kano sun tagaiyara iya tagaiyara, sun shiga mummunan yanayi na talauci, wasunsu ma sun koma bara ne. Wasunsu kuwa, an kore su ne daga gidajen da suke haya ciki, saboda gaza biyan kudin haya. Wasunsu kuwa, har gaban alkali an dangane da su, saboda basuka da suka yi musu katutu. An koro “ya”yayen “yan-fanshon da dama daga makarantu, saboda gaza biyan kudin makaranta. Harkar lafiya da sauran wasu muhimman ababe dake da jiɓi da kashe kudi, sai dai “yan-fanshon su ga a na yi ne, ya fi karfinsu. Komai ya gagari kundila, sai kallo.
