Duba da irin mummunar kwamacalar ta’adar ranto kudade ko a ce halaiyar ciwo bashi maras fa’ida da matakan gwamnatocin taraiya zuwa na jihohi ke yi, da wa da waye cikin mambobin kwamitin masana tattalin arzikin kasa da gwamnatocin ke kafawa aka ji na kalubalantar shugabanni, saboda rashin daukar shawarar da suka gabatar musu game da irin nau’ikan basukan da ya dace a ciwo?.
Ko an taba ji irin wadancan masana sun fice daga irin wadannan kwamitoci na tattalin arzikin kasa saboda shugabanni na antaya irin wadancan basuka a wuraren da ba za su haife da mai ido ba?.
Ko kuwa an ji guda cikin masanan da ya dangwarar da irin wadancan kwamitoci, duba da irin bahagon ramin da aka dumfara a yau, sakamakon tarin basukan biliyoyin dalolin da ke neman jefa kasa ciki, wanda abin kunya ne na zamantowarsu ‘yan kwamitin na tattalin arzikin kasa amma suka kasa yin wani katabus na hana shiga yanayin da ake ciki yanzu haka?.
Duk da irin mummunan sakamako da dandazon basukan da shugaba Buhari da gwamnoni irin su Ganduje da El-Rufa’i da sauran takwarorinsu gwamnoni a wannan Kasa suka ciwo, sai al’amarin ciwo bashin ke neman zama tamkar wani abin gasa a tsakanin shugabanni. Sai a ga, a duk sa’adda wata jiha a arewacin Kasar ko Kudanci ta tasamma ciwo bashi, sai wata jihar ma ta numfasa, ita ma ta daura damarar ciwowa.
A wasu lokuta ma, sai a ji daukacin gwamnonin Kasar ta Najeriya sun dunkule wuriguda tare da mika kokon bararsu wajen ciwowa jihohin nasu mamakon basuka a gida ne ko a waje.
Sanin kowa ne a Najeriyar yau, da wuya ne a ji gwamnoni sun tashi haikan tare da yin magana da yawu guda, ga wasu lamuran da kai-tsaye ne za su amfani al’umar Kasa musamman miliyoyin talakawan Kasar wadanda sune suka yi uwa da makarbiyar dora su bisa kujerun ikon da a yanzu haka ke sa su kafafar jin-kan sun fi kowa amfani da muhimmanci a Kasa.
A fili yake cewa, an sha jin gwamnonin wannan Kasa sun cure wuriguda, da yawu guda tare da tunani daya cewa, lalle ne a kar6o musu makudan biliyoyin daloli daga Paris Club. Sau nawa ne aka ji sun yi magana da yawu guda cewa lalle lalle sai an tallafawa Malam Talaka cikin hidimar karatun iyalinsa?
Ko an taba ji sun dauki matsayi guda a dunkule, sun bukaci dole ne harkar lafiya a Kasar ka da ta gagari mai karamin karfi?.
Ko sun taba bai wa Buhari wa’adin ko dai ya tabbatar da tsaro a kasa ko kuma ya fuskanci fushinsu?
Ashe matsalar tsaron Kasar ba ta cancanci su daukar mata irin wannan mataki ba? Mutane dubbai nawa ne aka kashe cikin lamarin rashin tsaron?
Ta tabbata daukacin gwamnonin Kasar nan, sun tsaya kai da fatar cewa, ba su laminci a bai wa kananan hukumomin Kasar ‘yancin cin gashin kansu bisa baitul malinsu ba! Bugu da kari, ba su ma yarda ‘yan majalisunsu na jihohi su tsaya da kafarsu ba, ta fuskacin tasrifinsu da kudaden majalisun nasu!.
Sai aka wayigari, a duk sa’adda aka tasamma bisne talakawan wannan Kasa, sai a ga gwamnonin sun game bakunansu wuriguda, a kawar da banbancin siyasar da ke tsakani, a hadu a ciwo basukan da sai an kai har tsawon shekaru hamsin (50yrs) cifcif a na gwale-gwalen biyansu, ko da kuwa hadarin wannan lodi lodi na basukan nan gaba, za su kai ga ba da Kasar jingina ne ga Turawan yamma mashaya jinin al’umar Duniya da sunan ba da bashi!!!.
Irin wannan dalili na son zuciya daga gwamnoni ne ya zama silar jikkata tunanin kowane sabon gwamnan da ya samu nasarar lashe Babban Zabe na Kasa da aka gudanar cikin wannan Shekara ta 2023, na yin dari darin, shin, ta ina ne ma zai fara bayan an rantsar da shi? Duba da irin mummunan tsibirin bashin da zai zo ya gada. Duk da bai ci nanin ba, sai gashi nanin na neman cinsa da la’asar sakaliya!.

Daga wadancan kalamai da aka hakaito su cikin harshen Ingilishi, za a ga masanin tattalin arzikin kasa Johnson Chukwu ne ke yin wata warwarar zare da abawa iri biyu a cikin jawaban nasa. Da farko, ya fadi cewa akwai wasu jihohi a cikin wannan Kasa da za a ga an biyo su ma hatta bashin albashin ma’aikata. Wasu jihohin kuwa, na da farcen susar da za su iya biyan albashin, tare ma da gabatar da wasu aiyuka, duba da irin arzikin da suke da shi sama da wasu jihohin. Amma duk da haka, sai a iske cewa, irin wadannan jihohi suma sun je sun sha giyar bashin da ta fi karfin cikinsu.
Shi kuwa masani Tope Fasua cewa ya yi;
“If we are taking loans for local roads and schools, who is going to pay?, these are projects that should be fundede from internally generatedrevenues”.
A cikin tafiyar bankaurar da akasarin masu mulki ke ciki a yau da sunan kawo aiyukan ci gaba da irin wadancan kudaden bashi da suke ciyowa dare da rana abin a duba ne da idanu irin na basira, duba da irin tsokacin da masani Fasua ya gabatar a sama cikin harshen mutanen yamma, inda yake cewa;

Gwamnoni nawa ne cikin wannan Kasa ta Najeriya da a yau suke ciwowa jihohinsu biliyoyin daloli daga gida da kuma ketare, da sunan za su gina hanyoyi, gadoji da sauran gine ginen da ko alama ba za su samar da wasu kudaden shigar da za su iya biyawa kansu basukan da aka ranto dominsu ba?.
Sai aka wayigari gwamnoni ba su damu da cewa, shin, irin wadanne aiyuka ne ya dace a rika aiwatar da su da irin wadancan makudan kudade da ake rantowa ba?
Kawai, babban abinda yake gabansu shi ne, kamashonsu da za su rika gurgura daga irin wadancan kudade na bashi!. Sai a ga kowane gwamna na fassara aiyukan ci gaba ga al’uma da yin wasu katafaren gine gine a jiharsa da irin wadancan kudade na malala gashin tinkiya da yake ciwo bashinsu a gida da daji!.
Alhali, a lokaci guda an yasar da al’umar Kasa cikin mummunan kangin fatara da azababben talauci. Sai ya zamana a kullum kwanan Duniya sai rasa aiyukan-yi ne ake yi a fadin jihohin Kasar. Mu yi duba mana zuwa ga jihar Kaduna, duk da yanayi na rashin tsaro da Kasar ta kwashi shekaru gurfane ciki, amma sai ga gwamnansu ya sami kwarin gwiwar korar dubban ma’aikata a jihar, ba tare da ba su wani fansho ko giratuti ba! Haka a jihar Kano, sai samun aiki daga gwamnati ya zamto tamkar neman kahon kare ne ga talakan jihar.
Sai ‘yan kalilan na mutanen da ke da uwa a gindin murhu ne ke yin katarin samun aiki daga gwamnatin ta Ganduje! Koko wadanda suke da fursar lale dubban daruruwan nairori su sayi takardar aikin, irinsu ne rukunin mutane na biyu da ke habzi da samun aikin a Kano.
Takaita Tunani Ga Aiyukan Ci gaban Al’uma
Hakikanin gaskiya, sama da kashi 90% na gwamnonin wannan Kasa tamu ta Najeriya na kallon ci gaba ga al’umominsu ne kawai ta fuskar cika gari da gine gine da kudaden shiga na kasa da kuma kudaden da suke kan hadidiya da sunan basukan gida da na ketare.

Na uku, ya zamto an kakkabe duk wani yanayi na rashin daidaito a tsakanin al’umar Kasa, koko ya zamana cewa, dan rashin daidaiton da za a iya samu a tsakanin jama’ar bai kai matakin da zai rika mugun cutar da su ba : babu wata wariya a tsakankanin mutanen Kasa, babu wani yanayi na tauye hakki a Kotu ne ko a waninta.
Shi kuwa Edger Owens (1987) ya kalli ci gaba ne da;
“Debelopment, is when there is debelopment of people (humsn Development) and not development of things”.
A fili yine cewa, Owens ya fassara ci gaba ne kawai da “Gina Dan’adam” ba yin gine gine ko ba da muhimmanci wajen bunkasar wani abu wanda ba mutum ba!.
Yanzu a Najeriyar yau, wane talaka ne zai yi wurgi da wadancan ma’anoni ko fassarori biyu cewa sune ake so a kawowa al’uma a matsayin ci gabansu, da ci gaban Kasarsu bakidaya?
Ko mai karatu ya san da cewa, rashin daukar wadannan fassarori da sunan sune ci gaba da gwamnonin Kasar ke yi, shi ne babban mujazar haifar da aiyukan ta’addanci a Kasar! An hana mutane aiyukan-yi, an gadar musu wata fatarar da ba daga Allah ne take ba! Sannan, samun dama a Kasar, sai a na da wata hamshakiyar uwa a gindin murhu. Bugu da kari, a akasarin lokuta, yin shari’a da sunan kalubalantar gwamnati, ko dan korenta, ko wani hamshakin attajiri, ba safai ne ba ake cin nasara. To ta yaya ne za a zauna lafiya a Kasa?
