Shekaru bayan kaddamar da shirin samar da tasoshin teku na kan-tudu a sassan kasar nan har zuwa yanzu da dama daga cikinsu ba su fara aiki ba, ballantana a fara cin gajiyar su.
Binciken da LEADERSHIP ta yi, ya nuna cewa, tashar teku ta kan-tudun da aka samar a wasu jihohin kasar suna nan sun lalace bayan da aka narka biliyoyin naira don tabbatar da aikin ya samu nasarar da ake bukata.
A yawancin garuruwan da aka kafa wadannan tasoshin tekunan an yi wa dubban matasan yankin alkawarin samun ayyukan yi wanda har zuwa yanzu babu wani fata na yiwuwar hakan. Haka kuma an lasa wa al’ummar yankunan zuma a baki a kan bunkasar tattalin arziki da ingantuwar rayuwa.
Gwamnatocin jihohin Kano, Katsina, Kaduna, Borno, Filato da Oyo sun samar da dubban hektoci na filaye ga gwamnatin tarayya amma saboda tsananin rashin cikakken shiri da gudanar da aiki tare tsakanin gwamnatocin jihohin da ma’aikatun gwamnatin tarayya da suke da hannu a kan lamarin har zuwa yanzu ba a kai ga samun nasarar da ake bukakata ba a kan shirin.
A watan Maris na shekarar 2006 ne majalisar zartaswar gwamnatin tarayya ta amince da a samar da tasoshin teku na kan-tudu a sassa 6 na tarayya Nijeriya wadanda suka hada da Isiala-Ngwa a Jihar Abiya; Erunmu Ibadan – a Jihar Oyo; Heipang Jos – a Jihar Filato; Funtuwa- a Jihar Katsina; Maiduguri – a jihar Borno da kuma Dala a Jihar Kano.
Amma kuma tashar kan-tudu ta Kaduna da ba a sa a cikin tsarin farko na guda shida da aka yi shekarar 2006 ba, ta samu tagomashin kaddamarwar gwamnatin tarayya a shekarar 2018, an kuma yi haka ne don ya zama wurin da za a rika sauke kayayyakin da suka nufi kasashen da ba su da tasoshin ruwa da ke makwabtaka da Nijeriya kamar kasashen Nijar da Chadi, ta haka za a samu sakin safarar kayayyaki a tsakanin kasashen.
Tashar kan-tudu ta Kaduna ta fara gabatar da kwaryakwaryar aiki amma rashin kammala aikin hanyar jirgi yana kawo cikas ga zirga-zirgar kayayyaki daga tasoshin ruwan Nijeriya zuwa tashar kan-tudu ta Kaduna, kamar yadda bincike ya nuna.
Wakilinmu da ya ziyarci tashar ta Kaduna da ke unguwar Kakuri kusa da tashar jirgin kasa, inda ya lura da cewa wasu manyan motoci kalilan ake iya gani suna dauka da sauke kayayyaki a tashar a rana.
Wani jami’in tashar wanda ya nemi a sakaya sunansa ya yi karin bayani, inda yake cewa: “A rana motoci kamar 10 zuwa 15 ne kawai suke zirga-zirgar sauke kayayyaki a tashar wanda daga nan kuma ake wucewa da su zuwa can cikin jihohin arewacin Nijeriya. Lallai ba mu aiki yadda ya kamata har zuwa yanzu.” In ji shi
A tattaunawar da LEADERSHI Hausa ta yi da shugaban tashar kan-tudu na Kaduna, Rotimi Raimi-Hassan, ya bayyana cewa, babbar matsalarsu a halin yanzu ita ce rashin sada su da hanyar jirgin kasa.
Shugaban ya kuma bayyana yadda suka gano manyan matsalolin da ke fuskantar tashar ta Kaduna wadanda suka hada da yadda jami’an kwastam ke addabarsu da kuma rashin sada su da hanyar jirgi.
“A kan al’amarin kwastam, babu cikakken tsarin da ake da shi na yadda jami’an Kwastam za su yi aiki a tashar kan-tudun, a kan batun hanyar jirgi kuma, babu yadda tashar kan-tudun za ta yi aiki yadda ya kamata ba tare da samuwar hanyar jirgi ba, ta yadda za a iya kawo kaya kai tsaye zuwa cikin tashar ba tare da wahala da kashe karin kudade ba.”
Raimi-Hassan ya kara bayyana cewa, “Dole tashar kan-tudu ta yi hulda da tashar jirgin ruwa da kuma daga tashar teku zuwa tashar kan-tudu don ta haka za a samu sauki wajen zirga-zirga da kayyakin gaba daya.
“Muna da ma’aikata fiye da 600 da ke aiki a tashar. Muna kuma da akalla kwantaina 300 zuwa 350 da ake kawowa daga tashar ruwa zuwa wannan tashar tamu. Muna maraba da sabuwar gwamnatin Shugaba Bola Ahmed Tinubu muna kuma kira gare shi da ya duba halin da tasoshin kan-tudu suke ciki ya kuma samar musu da fasali na musamman da za su yi aikin da aka shirya su yi tun da farko.”
A shekarar 2017, a lokacin da tsohon gwamnan Jihar Kaduna, Malam Nasir El-Rufai ya kawo ziyarar ganin yadda aiki yake gudana a tashar, ya ce ana bukatar akalla dala miliyan 50 a duk shekara don kara bunkasa harkokin tashar.
An kiyasta tashar na da karfin mu’amala da kayyakin da suka kai tan 29,000 a duk shekara, sannan za ta kuma iya samar da ayyukan yi ga mutum fiye da 5000.
A jihar Filato kuma, shekara 17 bayan kadamar da tashar kan-tudu na Heipang, da ke karamar hukumar Barikin Ladi da tsohon shugaban kasa, Janar Yakubu Gowon (mai ritaya), ya yi har yanzu ba a fara wani aiki a tashar ba.
Kamfanin ‘Duncan Container Dry Port Limited’ ne aka ba kwangilar gina tashar a shekarar 2006.
Gwamnatin jihar Filato ta samar da fili mai fadin hekta 33.9 don aikin samar da tashar kan-tudun, an kuma kiyasta za a iya samar da aiki fiye da 5,000 ga matasanmu in aka kammala tashar.
Tashar kan-tudun ta garin Jos ta fuskanci matsala ce a lokacin da tsohon gwamanan Jihar Jonah Jang ya rusa wani sashe na tashar a shekarar 2014 kafin daga baya kamfanin ‘Duncan Maritime International’ ya dauki ragamar gudanar da aikin gina tashar.
A shekarar 2021, gwamnatin jihar Filato karkashin jagorancin Gwamna Simon Lalong, ta kwace ragamar tafiyar da tashar kan-tudun ta Jos daga hannun ‘Duncan Maritime Bentures Nig. Ltd’.
An rattaba hannu a takardar yarjejeniyar canjin mallaka a tsakanin gwamnatin jihar Filato da shugaban kamfanin Duncan bentures, Cif Godfrey Bawa a kan Naira Biliyan 2.2 saboda amfaninsa ga tattalin arzikin jihar.
A tattunawarsa da wakilinmu, shugaban matasan kabilar Heipang, Chuwang Dabou, ya ce kasancewar tashar a yankin su zai matukar taimaka musu wajen samun aikin yi.
Ya kuma kara da cewa, masu gidaje a yankin za su amfana saboda ma’aikata a kamfanin za su kama hayar dakuna a Heipang da garuruwan da ke a yankin don gudanar da harkokin rayuwarsu.
Ya kuma yi nuni da cewa, darajar filaye za ta karu a yankin za kuma su samu shigowar al’umma daga ciki da wajen kasar nan don gudanar da harkokin kasuwancinsu.
Dabou ya nemi gwamnan jihar, Caleb Mutfwang, ya rungumi kawance da kwararrun kamfanoni don a yi aikin da zai amfani al’ummar yankin arewa ta tsakiya gaba daya.
Haka kuma a watan Fabrairu na shekarar 2023 ne gwamnatin tarayya ta kaddamar da tashar kan-tudu da ke Funtuwa a Jihar Katsina, inda ake sa ran ta zama masaukin manyan kayayyaki da kwantainonin da aka shirya fitarwa zuwa kasashen waje.
Tun bayan kaddamar da tashar har zuwa yanzu ba a kai ga fara aiki a tashar ba, ministan sufuri, Mu’azu Jaji Sambo ya jagoranci kaddamar da tashar.
Binciken da wannan jaridar ta yi ya nuna cewa, tashar na nan ba a aikin komai, sai da an fahimci wasu sun manyar da tashar wajen ajiye kayayyaki zuwa wani lokaci su kwashe abin su, duk kokarin da wakilinmu ya yi don jin ta bakin shugaban tashar ya ci tura.
Haka kuma a watan Agusta na shekarar 2022, gwamnatin tarayya ta kaddamar da tashar kan-tudu ta Kano da ke Dala, don ta kasance wurin saukar da kayayyaki da suka fito daga tasoshin Ruwan Nijeriya.
A jawabinsa yayin kaddamar da tashar, ministan sufuri na lokacin, Injiniya Mu’azu Jaji Sambo, ya ce, samar da tashar na daya daga cikin shirye-shiryen gwamnatin tarayya na sake fasalin harkokin sufuri da kuma rage cunkoso a tasoshin ruwan Nijeriya tare da kawo harkokin da tasoshin ruwa ke samarwa kusa da al’umma.
A kan wannan dalilin ne ya sa aka kawo tashar Kano, Ministan ya ce, “Kasancewar, Kano ce cibiyar kasuwanci na yankin arewacin Nijeriya ga kuma harkokin noma mai yawa a yankin wadanda ake fita da su kasashen waje.
“Jihar kuma na da kamfanoni da masakau masu yawa da kuma kamfanonin sarrafa kayan gona da sauran manyan kamfanonin sarrafa kayyakin abinci, haka ya sa Kano ta cancanci samun wannan tashar”.
A kan shirin samar da hanyar jirgin kasa ga tashar kan-tudun ta Dala kuwa, shugaban hukumar jiragen kasa ta kasa, Injiniya Fidet Okhiria, ya bayyana cewa, “Hukumar gudanarwa NRC ta amince ga duk wani da yake son a samar masa da hanyar jirgi matukar zai iya samar da kayayyakin da ake bukata. Ina fatan tashar kan-tudu ta Dala za ta yi amfani da wannan damar don jawo hanyar jirgi har zuwa cikin harabar tashar” in ji shi.
Haka kuma shugaban tashar kan-tudu ta Kaduna ya koka a kan rashin karfafawa ga masu shigo da kayayyaki wajen amfani da tashar Kaduna maimakon kai kayansu Legas ko wasu tasoshin jiragen ruwa na kudancin kasar nan.
Ya ce, don yin aikin da ya kamata suna bukatar akalla jirgin kasa mai tarago 100 don ya rinka zirga-zirgar kawo kayayyaki.
“Yawancin masu hulda da mu sukan nemai a kawo musu kayayyakinsu Kaduna ko Kano, amma sai a ki, sai a tura kayayyakin tashar Apapa ko Fatakwal suna masu cewa, wadannan tasoshohin ne kawai hukuma ta amince da su, wai ba su san da zaman tasoshin kan-tudun ba.”

Ciyayi da sauran tsirrai suka mamaye tashar jiragen ruwa na biliyoyin naira a garin Baro ta Jihgar Neja wanda tsohon shhugaban kasa Muhammadu Buhari ya kaddamar a shekarar 2019. A halin yanzu ma ruwa na ci gaba da cin gabar kogin har ya fara neman isa gine-ginen da aka yi na tashar.
Binciken da LEADERSHIP ta gudanar ya nuna cewa, gine-ginen da aka yi na tashar da sauran ayyukan da kwararru suka samar ya lakume wa gwamnatin tarayya naira biliyan 3.5, wannan bai hada da kudin yashe kogin ba don ba a sanya shi ba a ciki a lokacin da aka kaddamar da aikin.
Binciken ya kara nuna cewa, ciyawa da sauran tsirrai sun mamaye harabar tashar ce saboda tun da aka kaddamar da tashar ba a yi wani aiki ko guda daya ba a wurin duk kuwa da cewa, gwamnati ta yi alkawarin gudanar da aiki nan take a tashar a yayin kaddamarwar.
Wani masani da ya yi aiki a tashar ya kuma bukaci mu sakaya sunansa ya bayyana wa LEADERSHIP cewa “An tsara tashar jiragen ruwa ta Baro ce ta yadda za ta rinka karbar kayan musamman kwantaina daga Legas su biyo ta Lakwaja ta hanyar amfani da jiragen ruwa kirar ‘tugboat’ su kuma biyo ta kogin Neja, amma ya zuwa yanzu tun bayan da aka kaddamar ba a yi aikin komai ba, ciyawa ta mamaye tashar gaba daya.”
Ya kara da cewa, duk da ba a samar wa tashar da cikakkun kayan aiki ba, ana iya samun nasarar da ake bukata in har da an samar da hanyar jirgin kasa zuwa tashar da titin mota mai kyau na zuwa yankin don zirga-zirgar kayayyaki gaba daya.
Haka kuma Daga Kauyen Baro, Alhaji Salihu Mohammed Ndanusa, ya nuna damuwarsa a kan yadda hanyoyin mota zuwa tashar suka lalace, ya ce, shekara 4 kenan da kaddamar da tashar har yanzu hanyoyin da ya kamata su hada garuruwan Katcha, Agaie, da Gulu har zuwa Abuja suna nan a cikin yanayin da bai dace ba.
Ya kuma kara da cewa, baya ga halin da tashar take ciki, rashin kyawun hanyoyin yankin sun isa su hana tashar aiki yadda ya kamata, abin da, da an gyara, za a samu sauyi tare da bunkasa tattalin arzikin kasa da rayuwar al’ummar Nijeriya.
Wani shugaban matasa a yankin kuma tsohon dan malalisar dokoki na jihar, Hon. Jibrin Ndagi Akwanu ya bayyana cewa, “An damfare mu ne kawai. Sun kaddamar da shirin ne a shekara 4 da suka wuce don yakin neman zabe, bayan da suka ci zabe sai suka yi watsi da tashar.
“Kamar yadda kake gani wannan tashar ba za ta yi aiki ba yadda ya kamata saboda babu hanyoyin da suka kamata, hanyar jirgin kasa da aka fara ginawa shi ma sun kwashe kayansu, wannan abin talkaici ne an yi asarar biliyoyin naira, kudaden da ya kamata a yi wa al’umma aiki.”
Yanzu dai ‘Yan Nijeriya sun zuba ido su ga irin matakin da Gwamnatin Tinubu za ta dauka kan wadannan tasoshi na teku a ruwa da kan-tudu, musamman ganin yadda ake ganin ta zo da zafi-zafinta a kan kudiri bunkasa tattalin arzikin kasa ta yadda ‘yan kasa za su mori ribar mulkin dimokuradiyya.
