Shirin samar da Ilimi ga Fulani-Makiyaya (Nomadic Education Program, NEP) wanda aka kirkira tun shekarar 1989 yana daya daga cikin hikimomin da aka kawo wajen bawa Fulani ilimin zamani daidai da kowane dan kasa. Sai dai dakile shirin ta hanyar rashin bashi kulawa da banzatar dashi ya janyo rashin cigaban shirin, wanda yanzu dalilin wannan ta’addanci na garkuwa da ake yi, ake kuma zargin Fulani-Makiyaya musamman a Kudancin Kasar nan ya janyo al’umma sunata magana akan ganin an dawo da wannan shirin.
Shirin NEP tsari ne da aka samar wanda zai bawa Fulani ilimin zamani, gina musu makarantun tare kuma da basu duk wani tallafi da zai inganta rayuwarsu, sannan da kuma basu training akan samar da hazaka ta fuskokin kasuwanci, fasaha da sauransu. Shirin wanda a yanzu za’a iya cewa ko kadan baya samun wani tallafi ya durkushe, musamman saboda rashin kula dashi. Ga kuma suka daga bangarori da dama na cikin Kasar nan da aka dingayi.
A wata takadda mai taken (Nomadic Education in Nigeria: Using English to foster Communal Peace and enhance the Education of the Herdsmen, 2015) wanda Dan Chima Amadi, PhD, Jami’ar Owerri yayi, a ciki ya rubuta irin sukar da wasu suke yiwa shirin, ciki akwai cewar;
-Fulanin basu da wani takamaiman gurin da har za’a iya gina musu makaranta, saboda kullum atafiye suke daga wannan bigire zuwa wannan bigire.
-Wasu na ganin sama musu matsuguni na din-din-din yafi mahimmanci akan basu ilimin Boko.
-Wasu na ganin ma sam Fulanin basuda ra’ayin karatun zamani, kiwon su yafi musu.
-Wasu na ganin son rai wajen basu fifiko da kashe kudade, alhalin dubunnan matasa da suka gama jami’a suna ta yawo agari neman aiki.
Ire-iren Wadannan kalamai sun sanya Gwamnati tayi wancakali da shirin batare da duba cewar gina musu makarantun, tare da tabbatar da matsugunin, kula da bukatunsu shine zai taimaka har suji ra’ayin karatun. Sannan basu kulawa ta musamman da basu jari na wasu sana’o’i hakan zai cire musu duk wani tunani na wancakalar da batun. A Olojede daga Jami’ar Ibadan sukayi ya nuna cewar a wannan shekara akwai akalla makarantun Fulani guda 890 a Jihoji 25 na Kasar nan. 608 Gwamnatin Jiha ke kula dasu, yayin da 130 kuma karkashin Kananun Hukumomi, sai kuma 152 da suke hannun Shugabanni al’umma daban-daban. Sannan akwai akalla dalibai 88,871 a cikin akalla yara miliyan uku da digo 1(3.1 million) na yaran Fulani da suka isa shiga makarantun, a ciki akwai dalibai yara maza guda 55,177, da kuma mata 33,694, akwai akalla Malamai 2,561, acikinsu kuma akalla 1,326 duka malaman sa-kai ne, abun nufi ba Gwamnati ke biyansu ba.
Duk da wancan kiyasi kuma, idan ka duba zakaga yadda su Fulanin suke saka yaransu makarantun, wanda hakan ya nuna sunada sha’awar karatun, kamar yadda wani bincike na Ma’aikatar Ilimi na kasa ya gudanar a shekarar 2002/3, binciken ya nuna yadda karuwar sababbun daliban take karuwa, a shekarar 1998 an samu dalibai 155,780, a shekarar 2000 an samu kuma 193,249, a shekarar 2002 kuma an samu 222,944 wanda hakan ya nuna yadda adadin daliban dake karuwa kamar yadda binciken da Farfesa Gidado Tahir, da Dr Nafisatu Dahiru da kuma Dr Ahmad Modibbo Muhammad ya tabbatar mai taken ‘Improbing the Kuality of Nomadic Education in Nigeria: Going beyond Access and Ekuity).

Sannan a wani bincike da Jaridar Independent ta tabayi bayan shirin ya cika shekaru talatin, an samu tsaikon cigaba saboda fadace-fadacen Fulanin da Manoma, rashin biyan Malamai da kuma su kansu makarantun. Kuma har kawo yanzu a wasu Jihojin kamar Kano da Kaduna akwai makarantun, inda a kano kadai akwai wajen guda 338 a kananun Hukumomi 41 na Jihar.
Idan har anaso a dakile wannan ta’addancin dole ne a kula da Wadannan makarantun. Dole ne a canza fasalin tsarin gudanar da Hukumar NCNE, sannan a sanya su cikin kasafin kudi wanda hakan zai sanya a farfado da karatun nasu.
Sannan dole ne Gwamnati ta sanya kwamiti guda wanda zai tattara tare da hada kan Fulanin su fuskanci irin mahimmancin da ilimin yake ga rayuwar su, sannan rashin bincike yana kuma bawa wannan shiri koma baya, dole ne Gwamnati ta sanya shi cikin tsarin bin kwakwkwafi da bincike don gano hanyoyin da za’a ci nasara, a kuma farfado da wannan shiri, musamman ta wajen sanya Fulanin cikin duk wani shiri da Gwamnati tazo dashi akan fulanin.
Da fatan masu hannu a cikin wannan shiri zasu zabura don yin abinda ya dace wajen ganin an kawo duk wasu hanyoyi da zasu dace na rage yaduwar ta’addanci a kasar nan.
